The Chancellor Guard is an one-time enemy that appears in the boss battle against Alfman, making him pretty much into one of his bodyguards.
Although functionally it's identical to the more basic Sacred Soldiers, its stats are high enough to make into a threat despite its easily blocked attacks. Due to its HP and Defense, it has quite some endurance, so it won't be easy to take it down without Song Magic. And anyway, it should be ignored until the player has defeated the Chancellor Reyvateil, who can easily prolong the fight due to her healing skills.
